Early Start (Ages 0-3)

Age Range: Birth to 3 years.
Criteria: A delay of 25% or more in one or more of the following areas:
Cognitive development
Physical development (including fine/gross motor skills, vision, hearing)
Communication
Social/emotional development
Adaptive/self-help skills

Condition with Known Etiology: High probability of resulting in a developmental delay.
Low Incidence Disability: Conditions with a high likelihood of developmental delay due to a specific disability.

Multiple Risk Factors: Two or more factors such as:
Prematurity (less than 32 weeks gestation)
Low birth weight (less than 1500 grams)
Assisted ventilation for 48+ hours in the first 28 days
Small for gestational age (below the 3rd percentile)
Asphyxia Neonatorum with low Apgar scores
Severe metabolic abnormalities (e.g., hypoglycemia)
Neonatal seizures or nonfebrile seizures in the first three years
Central nervous system issues or infections
Significant biomedical insults (injury, illness)
Multiple congenital anomalies or genetic disorders
Prenatal exposure to teratogens or substances
Failure to thrive (weight below the 3rd percentile or less than 85% of ideal weight)
Persistent hypotonia or hypertonia
Parental Developmental Disability: Parent of the infant or toddler has a developmental disability.

Epilepsy
Conditions closely related to or requiring similar treatment as an intellectual disability

Age of Onset: The developmental disability must originate before the age of 18.
Indefinite Duration: The disability is expected to continue indefinitely.
Substantial Disability: The individual must have significant limitations in three or more of the following areas:
Self-care
Language
Learning
Mobility
Self-direction
Capacity for independent living
Economic self-sufficiency
